Cavanaugh has expressed belief in conspiracy theories about votes being changed or manipulated in voting machines. Cavanaugh has continued to push theories of election fraud in his primary run for Pinal County Sheriff, which as of July 31 he was losing, by saying that vote tabulation machines could have been tampered with.
