Byron Waters is a member of the Halifax County (NC) election board. On Sept. 28, 2020, Waters shared a false article on his Facebook page about a “cash-for-ballots scheme,” saying, “Oh no, there's no problem with loose rules on mail-in ballots, none at all,” Public Wise found.
